Who Can file a complaint?

• The child, if he or she is old enough to explain the problem
• The child's biological parent, primary caregiver, foster parent, adoptive parent or legal guardian
• The child's relative
• An attorney for any of the above
• The child's Guardian ad Litem
• A Bureau of Milwaukee Child Welfare (BMCW) staff member
• The Ombudsman (who can file a complaint for ANYONE not listed above)
