History of the Office

• Developed out of the Governor Doyle's KidsFirst Agenda initiative through the Department of Health and Family Services (DHFS)
• After a Request for Proposal (RFP) process issued by the DHFS in Fall 2004, the Planning Council for Health and Human Services, Inc. was selected to administer the office
• The Office of the Milwaukee Ombudsman for Child Welfare (OMOCW) began accepting complaints on June 13, 2005
